H.J. Res 76, Providing for Congressional Disapproval Under Chapter 8 of Title 5, United States Code, of the Rule Submitted by the Department of Education Relating to “Borrower Defense Institutional Accountability”

H.J. Res. 76 would dis­ap­prove the final rule sub­mit­ted by the Department of Education relat­ing to “Student Assistance General Provisions, Federal Family Education Loan Program, and William D. Ford Direct Loan Program” (84 CFR 49788, September 23, 2019).  The res­o­lu­tion would repeal the final rules relat­ed to dis­charges of loans for bor­row­er defense to loan repay­ment and other cir­cum­stances and pro­hib­it reis­su­ing sim­i­lar rules in the future. The esti­mat­ed costs reflect increas­es in direct spend­ing in the fed­er­al stu­dent loan pro­gram.
